Decide before September 30
The federal fiscal year ends September 30, and for a lot of contractors that date concentrates decisions: funding actions close out, new awards land, and infrastructure commitments that drifted all year suddenly need signatures. If a cloud environment decision is on your desk because of it, the risk is not deciding too slowly. It is buying under deadline pressure exactly the way the over-buying pattern works.
The fastest sound decision is still the same one: a one-page CUI data flow map. Where CUI enters, where it lives, who touches it, where it leaves. With the map in hand, the choice among a CUI enclave, AWS GovCloud, and Azure Government mostly makes itself, and the quote you sign is scoped to the footprint you actually have. Without it, the deadline decides, and the deadline always picks the biggest option on the table.
The operational lesson: a fiscal-year deadline is a forcing function for the map, not for the purchase. The map takes an afternoon. If your award timing means the environment decision genuinely has to land this month, that afternoon is the highest-value one on your calendar.

If you want a second set of eyes on the footprint before anything gets signed, that is a short conversation.
